Rainbow, Marcola, and Deerhorn customers have 2 ways to receive a water bill.
1. Postal Service - receive your bill by regular mail, often with an insert.
2. Paperless Billing - enroll to receive your bill and any inserts by email.

Rainbow,  Marcola, and Deerhorn customers have 3 ways to pay their water bill.
1. Manual Payment - mail us a check or bring cash or check to our office.
2. AutoPay (ACH) Payment - the balance due will be automatically withdrawn from your checking account each month. Requires enrollment. Free.
3. Official Payments - this 3rd party company will process debit & credit card payments for an additional fee. See below for details.


To receive your water bill (and any informational inserts) by email, you need to submit the Paperless Billing enrollment form and provide your email address. Download the enrollment form here and submit it to our office to enroll.


To pay your balance in full each month with an automatic withdrawal from your checking account, you need to enroll in our AutoPay program so we can get your bank info and permission to process the transactions. Download the enrollment form here and submit it to our office to enroll.


To make a payment with a debit or credit card, you may utilize Official Payments, a third party that has contracted with us to provide this service. They will charge you $2.35 for a transaction fee. This amount is above and beyond any amount owing for your water bill. Additional information is located below, and you can click the green "Pay Utilities Online" button when you are ready to proceed to the Official Payments website.

Enjoy the convenience, flexibility, and rewards of using your debit or credit card to make utility bill payments. In cooperation with Rainbow and Marcola Water Districts, Official Payments Corporation offers you the opportunity to pay our utility bill directly over the Internet. Please note that payments take a minimum of 24 hours to process before they are reflected on your account. If you have a disconnect notice on your bill and you are paying after the deadline, you must call our office to report your payment.

This service is safe, reliable and in accordance with all state and government regulations. In order to process your payment, Official Payments Corporation, the credit card service provider, charges a $2.05 convenience fee. This fee covers the expenses of Official Payments Corporation, and is added to the amount due on your water bill.

To pay by phone, call 1-800-487-4567. Enter Option 1 for English, then Option 4 for Local Payments. You will need to give your balance and account number. Note the call center hours are 5:00 am to 4:00 pm (Pacific Coast Time).
